<br />CITY COUNCIL WORK SESSION <br /> <br /> <br />Topic Report: Trunk Highway 10 Access Management <br />Final Study Report <br /> <br />By: Leonard Linton, Civil Engineer II <br /> <br />Background: <br /> <br />The City and Anoka County entered into a Joint Powers Agreement to study access on Trunk <br />Highway 10 in 2005. The parties were successful in obtaining a $200,000 federal grant to help fund <br />the study. The City and County agreed splitting the remaining $50,000. The funding source for the <br />$25,000 City share is the Public Improvement Revolving Fund. Subsequently a request for proposal <br />(RFP) for the Trunk Highway 10 Access Management Study was sent to qualified Consultants. The <br />City and the County selected the firm of SEH to perform the study in conjunction with the <br />Tinklenberg Group. <br /> <br />The consultants provided the City Council with an overview of three (3) concept alternatives at the <br />May 2, 2006 work session. Work has continued on the study and included public meetings to receive <br />comments. Federal funding was obtained to develop preliminary concepts and designs to improve <br />safety and mobility along THI0. Copies of selected designs have been available at the Municipal <br />Center for the past several weeks for review. <br /> <br />The THIO corridor from the Twin Cities to Clear Lake has been identified by MN/DOT as needing <br />major improvements in the 2010-2018 timeframe. The study has identified a number of intermediate <br />tasks that must be accomplished before commencement of construction. The City has officially <br />mapped the area between Highway 10 and the BNSF tracks from Armstrong Boulevard to the eastern <br />City limits and is acquiring properties for future right-of-way through the Revolving Acquisition <br />Loan Fund as they become available. <br /> <br />There are four phases that lead to the recommended concept. <br />.
