CC Work Session <br />Meeting Date: 06/09/2026 <br />Primary Strategic Plan Initiative: Not Applicable <br />Information <br />Title: <br />Review of Existing and Proposed Fiber Optic Service Providers within the City of Ramsey <br />2. 3. <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to review information on the number of fiber optic system services already in use <br />within the City of Ramsey, and to provide an update on the status of Gateway Fiber's 2026 fiber optic buildout <br />project in the southeast corner of Ramsey. A secondary purpose is to further discuss whether City Council is <br />interested in exploring the franchise agreement process. City Attorney Johnson will present information on the <br />options available based on additional research of what other communities are doing. <br />Background: <br />In 2024, staff first became aware that fiber optic service lines were being installed by Comcast and Lumen in <br />various areas of the city. At that time, staff began compiling data on the numbers and locations of existing fiber <br />optic service lines. As of mid -May, 2026, it is staff's understanding that over 1,700 residences and 37 businesses <br />are receiving fiber optic service from Comcast and Lumen across the city. Staff will present additional <br />information during work session, including known locations of properties currently being served by fiber optic <br />within the city. <br />Regarding the status of Gateway Fiber's 2026 fiber optic buildout project in the southeast corner of Ramsey, staff <br />is currently reviewing the first two (2) permit applications while working with Gateway Fiber to confirm they will <br />conform to the construction requirements for new fiber optic buildout projects within the city as reviewed and <br />approved by consensus by the City Council during their March 24, 2026, work session. <br />Attached is a copy of the current construction requirements for new fiber optic buildout projects within the City <br />of Ramsey, which has been modified only slightly following the City Council's consensus approval. <br />Recommendation: <br />Staff recommends continued review and approval of right-of-way permit applications for Gateway Fiber's <br />proposed 2026 fiber optic buildout project as long as Gateway Fiber continues to conform to the city's <br />construction requirements. <br />Outcome/Action: <br />No action required at this time. <br />FOBO Construction Requirements <br />Attachments <br />Form Review <br />Inbox Reviewed By Date <br />Brian Hagen Brian Hagen 06/04/2026 02:14 PM <br />
