CC Regular Session <br />Meeting Date: <br />Primary Strategic Plan Initiative: <br />5. 11. <br />06/09/2026 <br />Identify and implement operational efficiencies, cost savings and additional <br />funding sources. <br />Title: <br />Adopt Resolution #26-138 Accepting CenterPoint Energy Community Safety Grant for Police Department Indoor <br />Drone <br />Purpose/Background: <br />The Ramsey Police Department continues to evaluate equipment and technology that can improve officer safety, <br />increase operational efficiency, and enhance public safety services to the community. <br />On April 9, 2026, the Ramsey Police Department submitted an application to the CenterPoint Energy Community <br />Safety Grant Program for funding to purchase an indoor tactical drone system. The proposed project, titled <br />"Indoor Drone Enhancing Officer and Community Safety," would expand the department's existing drone <br />program and provide officers with a safer way to assess certain high -risk situations before making physical <br />contact. <br />The indoor drone would allow officers to remotely assess interior spaces such as homes and businesses when <br />circumstances indicate a safety concern. It could also be used outside to approach occupied vehicles, allowing <br />officers to gather information, observe conditions, and communicate with occupants from a safer distance. <br />This equipment would improve both officer and public safety by reducing unnecessary risk during critical <br />incidents and creating more opportunities for calm communication and de-escalation. In situations involving a <br />person in a mental health crisis, the drone may help officers make contact more safely, better understand the <br />circumstances, and reduce the likelihood of a sudden or confrontational encounter. <br />On May 29, 2026, the Police Department received a voicemail notification that the City of Ramsey would be <br />receiving the CenterPoint Energy Community Safety Grant. On June 2, 2026, the Police Department received an <br />email from CenterPoint Energy confirming that the City's grant application had been approved for funding for <br />the Community Safety project submitted by the City. <br />The equipment will be deployed through the department's existing drone program and used in accordance with <br />Minnesota law, department policy, and applicable training requirements. <br />Notification: <br />The Ramsey Police Department will send a letter of appreciation to CenterPoint Energy. <br />Time Frame/Observations/Alternatives: <br />The Police Department's goal is to purchase the indoor drone system following acceptance of the grant and begin <br />training staff on its proper use. Once training is completed, the equipment would be available for appropriate <br />police response, training, and public safety operations. <br />If the grant is not accepted, the department would need to identify another funding source or delay the purchase of <br />this equipment. <br />Funding Source: <br />
