<br />CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, May 26, 2026, at the Ramsey <br />Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br /> <br />Members Present: Mayor Ryan Heineman <br />Councilmember Kirsten Buscher <br />Councilmember Michael Olson <br />Councilmember Eric Peters <br />Councilmember Chris Riley <br />Councilmember Dan Specht <br />Councilmember Shanna Stewart <br /> <br />Members Absent: None <br /> <br />Also Present: City Administrator Brian Hagen <br /> City Engineer/Public Works Director Bruce Westby <br /> Community Development Director Stephanie Hanson <br />Parks and Assistant Public Works Director Mark Riverblood <br />Fire Chief Andy Winkel <br />Police Chief Brad Bluml <br /> Assistant City Engineer Joe Feriancek <br /> Economic Development Manager Sean Sullivan <br /> City Attorney Amanda Johnson <br />1. CALL TO ORDER <br /> <br />Mayor Heineman called the regular meeting of the Ramsey City Council to order at 7:00 p.m., <br />followed by the Pledge of Allegiance led by Mayor Heineman. <br />2. APPROVE AGENDA <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Specht, to approve the agenda as <br />presented. <br /> <br />Councilmember Riley indicated that at the previous meeting, he moved to remove three items from <br />the agenda, in hopes they would return during a work session, where they could be discussed and <br />developed more thoroughly rather than debated from the dais. He explained he believed those <br />discussions would have been more appropriate in a work session setting. Still, he added that the <br />City is best served by moving forward, voting the items up or down, and allowing residents to see <br />the Council’s decision. <br /> <br />City Council /May 26, 2026 <br />Page 2 of 19 <br /> <br />
