Chairperson Nixt noted that where it says 'prior to construction of any required site
improvements', what they are really trying to get at is 'prior to commencement of any
construction', meaning it is a condition of breaking ground.

Commissioner Brauer noted some say notification within 350 feet and some 700 feet. He wants
to make sure they are being consistent.

Mr. Gordon stated that depending on the request, they do have both distances, as agreed, but it is
consistent thxoughout the ordinance. He also noted that when the building official declares
something unsafe and repairs have to be made, the cost of repairs has to be no more than 50% of
the ~'econstruction value, not the fair market value before repairs.

Mi'. Gordon indicated they took business districts BI, B2 and B3 and combined them to make
two districts. He indicated the new B1 will be used on smaller.roads, such as Nowthen
Boulevard, and B2 will b4 Used on major roads such as Highway 10.

Community Development Director Frolik noted the number of trees required is in the ordinance,
but she is wondering if it should be clarified to say that of those trees, one has to be planted on
every 35 feet of road fi'ontage.

Commissioner Iohnson clarified that the standards listed are what the City is using now.

Mr. Gorclon indicated they were.

The E-1 and E-2 sections were not edited with underlines and stfiketl'n'oughs to identify additions
and deletions. Staff was requested to mail out edited versions of E-1 and E-2 to the
Commissioners.

Case #6

Annual Land Use Planning Workshops

Community Development Director Frolik indicated the annual land use workshop information is
included in the Commissioner's packets as an FYI. The Conm~issioners should let her or JoAnn
know if they want to sign up.

Case #7

Zoning Bnlletin

The Zoning Bulletin was noted.

OTHER COMMISSION BUSINESS

Chairperson Nixt asked about the request to have someone co-staffthe enviromnental expo with
the Park Commission. --

Commissioner Brauer indicated he had volunteered for this.

Planning Commission/April 3, 2003

107
