Before voting on the enactment of an amendment, the Planning Commission shall hold a public hearing thereon, pursuant to public notice. I.t shall be the responsibility of the Zoning Administrator to have notice of the time, place, and. purpose of the public hearing published in the official city newspaper prior to the hearing: Also, when an amendment involves changes in district boundaries affecting an area of fivc twenty (520) acres or less, a written notice of the hearing stating its time, place, and purpose shall be mailed by the Zoning Administrator at least ten (10) days prior to the day of the hearing to each owner of affected property and property situated wholly or partly within 350 feet of the property to which the amendment relates. For the purpose of giving mailed notice, the Zoning Administrator may use any appropriate records to determine the names and addresses of owners.
