The preliminary plat should verify the existing <br />homestead can meet the 40 foot building setback line. <br /> <br />The developer has stated some interested in maintaining the accessory structures on Lot 2, Block <br />3. City Code states Construction of accessory structures are not permitted on a property prior to <br />construction of a principal dwelling. It is staff's opinion that since il-re accessory, structures are <br />existing on the subject property, language could be drafted in the Developme2t Agreement <br />pennnitting the accessory structures to be maintained.on the property prior to the establishment of <br />a principal dwelling with the following conditions: 1) total amount of detached and attached <br />accessory structure squm'e footage complies with City Code 2) the accessory sm. tctures maintain <br />applicable setbacks 3) a principal dwelling is constructed within 6 months to 1 year of the date <br />the final plat is recorded at Anoka County 4) the accessory structures shall not be utilized until a <br />principal dwelling has been constructed on the property. ' <br /> <br />Park Dedication: The City's 2003 park dedication fee is $1,800 per lot (existing homesteads are <br />exempt). The Park Con-maission reviewed the sketch plan at their April meeting. The Park and <br />Recreation Commission is recommending that park dedication be satisfied th_rough a cash <br />payment of $19,800 and that $%000 be allocated to park improvements for Autumn Heights <br />Park. Park dedication fees must be paid prior to the City releasing the mylars for recording. <br /> <br />Trail Fee: The City's 2003 trail development fee is $475 per lot (existing homesteads are <br />exempt). The plat will be subject to a cash trail fee payment in the amount of $5,225. Trail fees <br />must be paid prior to the City releasing the mylars for recording. <br /> <br />The Pm'k and R.ecreation Commission also recom_mended that a trail be constructed along. <br />Armstrong Boulevard from Tiger Street to 167t~ Avenue. The portion of the trail constructed <br />outside of the plat wilt be credited toward the required trail fees. <br /> <br />Stormwater Management Fee: The Clt:y.has enacted a Stormwater Management Fee at a rate <br />of $375.00 per tot for the year 2003. This fee must be paid for newly created lots prior to the City <br />releasing the mylm's for final plat for recording. The subdivision will be subject to a $4,125 cash <br />payment to satisfy stormwater management fees. <br /> <br />12 <br /> <br /> <br />
