! <br /> <br />REQUEST FOR PRELIMINARY PLAT REVIEW OF TOWN CENTER GARDENS, <br />CASE OF BRIGHTKEYS DEVELOPMENT CORPORATION <br /> By: Patrick Trudgeon, AICP, Principal Planner <br /> <br />Background: <br /> <br />Brightkeys Development Corp. has submitted a preliminary plat for the development of a <br />townhouse subdivision. The property is generally located in the northwest comer of County <br />Road 56 (Ramsey Blvd.) and County Road 116 (Industry Blvd.). The total development site <br />consists of 51.91 acres and Brightkeys is proposing to develop a first phase of 152 townhomes on <br />21.77 net acres. <br /> <br />The Planning Commission and City Council has previously reviewed a sketch plan for the <br />development in September 2002. At the time, there was some discussion about brining into. the <br />development the two properties located at the northwest comer of the Hwy 116 and Ramsey <br />Blvd. Brightkeys has used the ensuing time to enter into a purchase a~eement with the two <br />property owners and they are now part of the plat. <br /> <br />The development property, therefore, consists of three separate properties, a large vacant piece <br />and two lots the currently contain single-family homes. The single-family homes will be <br />removed and or demolished as part of the development. .... -i <br /> <br />The applicant originally submitted a plan showing 182 units. However, Staff determined that <br />there were too many units given the area to be developed. The applicant has-submitted a revised <br />preliminary plat reducing the number of units by 30 to 152. <br /> <br />The following items are enclosed for your review: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Preliminary Plat <br />City Staffkeview Letter dated May 30, 2003 <br /> <br />Notification: <br /> <br />State statute requires notification of preliminary plat public hearing to owners of property located <br />within 350 feet of the subject property. Staff attempted to notify property owners within 700 fee. t <br />of the subject property. <br /> <br />Observations: <br /> <br />As previously mentioned, the subject property is approximately 51.91 acres in size..The portion <br />of subject property that is being developed is approximately 21.77 net acres. The remaining <br />acreage of the subject property will be platted as outlots for future development. The preliminary <br />plat is proposing to develop a total of 152 townhomes; 5 eight-unit buildings (back to back), 5 <br />eight-unit buildings (rowhouse style), 1 six-unit building (back to back), 8 six-unit buildings <br /> <br />295 <br /> <br /> <br />
