Clearing ~ The removal of vegetation from a property, whether by cutting or <br />other means. <br /> <br /> Communi~ Forest - The collection of trees, sku'ubs, other vegetation and <br />associated natural features that make up the city tree canopy and its growing zone. <br /> <br /> Com~nunity Forestry - The ecology of native and non-indigenous plantings <br />creating a forest in the human living environrnent, and ex-nphasizing the practice of wise <br />proi'essional planned management of all tree resources within an urban area. This would include <br />trees in public streets, public areas, and on private property to provide for multiple use benefits <br />for the general well being of the entire community. <br /> <br /> Communi~ Forestry Program - All of those City resources, time and efforts <br />directed toward the developn-mnt and maintenance of a safe, healthy, aesthetically pleasing and <br />fully stocked population of public trees. <br /> <br /> Crown - The leaves and branches of a tree or shrub; the upper portion of a tree' <br />from the lowest branch ca the trunk to the top. <br /> <br /> Designee - The person designated by the City to calTy out specific duties outlined <br />in tlnis chapter. <br /> <br />the land. <br /> <br />Developer - The owner of the land or person who is the applicant for alteration of <br /> <br /> Development Activity - Any alteration of the natural environment that requires <br />the approval of a development or site plan and issuance of a development permit. Development <br />Activity shall also include tile "thinning" or removal of trees fi'om any undeveloped land, <br />including that carried out in conjuttction with a forest management program, and the removal of <br />trees incidental to the development of land or to the marketing ofland for development. <br /> <br /> Development Regulations - The adopted regulations provided for the subdivision <br />and development of real property within the City of Ramsey, as amended from time to time by <br />the City. <br /> <br />Diameter at Breast Height (DBH) - A height of 54 inches above tile ground. <br /> <br /> Dripline - An imaginary vex:tical line which extends from the outermost branches <br />of a tree's canopy to the ground. <br /> <br /> Grading - The placement, removal or movement of earth by use of mechanical <br />equipment on a property. <br /> <br /> Grubbing - Removal of all structures, vegetation, utilities, facilities, and other <br />material from a site. <br /> <br /> Hazard or Nuisance - Any tree with an infectious disease or insect problem; <br />dead or dying trees: a tree or limb(s) tat obstruct street lights, trail-Sc signs, the flee passage of <br />pedestrians or vehicles: a tree that poses a threat to sa~'ety. <br /> <br />33O <br /> <br /> <br />
