Council Action <br /> <br />The regular meeting ogthe City Council was called back to order at 7:08 p.m. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Strommen, to introduce an <br />ordinance changing Fluorine Drive NW to Fluorine Street NW in Evergreen Point. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Strommen, Cook, <br />Elvig, Pearson, and Zimmerman. Voting No: None. <br /> <br />Council llusiness <br /> <br />Case//2: Contracted Towing Service for Police Department <br /> <br />Police Chief Way stated that on March 1, 2003, the City of Rarnsey Police Departrnent released a <br />request I'br proposal for contracted towing services for the City. The City of Ramsey has been <br />working without a towing contract'since the late 1980's. The City currently utilizes two <br />companies (Champlin Towing and Collins Brothers Towing) and have been approached by a <br />third company. Officers are currently and have been alternating service between the two <br />companies. Staff received proposals from tl'u:ee vendors prior to the request deadline: Champlin <br />Towing, Collins Brothers Towing, and Northstar Towing. To objectively enter into a contract <br />with a towing business, staff evaluated each proposal with a point system. Proposals could score <br />a maximum of 55 points. The business that offered to provide each service for the lowest cost <br />received the highest point value for that service. The service that will best serve the City's needs <br />was determined based on individual point totals, performance, and equipment. Staff <br />recommended that Council authorize contracted services for towing from Northstar Towing, Inc., <br />833 North Street, Anoka, MN 55303, based on the fact that Northstar provided the best prices for <br />the most common services. <br /> <br />Councihnember Strommen inquired as to how staff compared fees on the Wench Out option. <br /> <br />Police Chief Way replied that it was difficult, but they used the best information they had <br />available. <br /> <br />Councilmember Strommen inquired if staff received any infmTnation on how partial hours were <br />handled. <br /> <br />Police Chief Way replied that they broke the cost down by the amount of time. <br /> <br />Councihnember Strommen noted that a clean-up fee was not included by Northstar Towing and <br />inquired if' staff' knew if they would charge a fee for the service. <br /> <br />Police Chief Way explained that the Request for Proposals did state that there should be no fee <br />for clean-up services, which is why tie assumes no fee was included. <br /> <br />City Council/April 22, 2003 <br /> Page 5 of 21 <br /> <br />P27 <br /> <br /> <br />
