Councilmember Cool< stated that he would like to see the road being constructed. <br /> <br />Mayor Oamec stated that it would be nice to construct the road to the south through the park if it <br />is feasible. <br /> <br />Counc[lmember Strommen thought that the parl¢ing lot would be a good option. <br /> <br />Conncilmember Cook inquired if a property owner that purchases a/.S-acre lot will be required <br />to pay the fees to subdivide their lot in the future if they choose to do so. <br /> <br />Associate Planner Wald explained that when a property would come in 'For a re-subdivision they <br />would have to pay park dedication and all other applicable fees. <br /> <br />Councilmember Cook inquired if that information will be clear to the residents. <br /> <br />Associate Planner Watd explained that all of the information would be part of the development <br />agreement that will be recorded against each lot. <br /> <br />City Administrator Norman requested clarification that staff would be considering a parking lot <br />with two accesses. <br /> <br />Councilmember Kul'ak replied yes. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Kurak, to approve the <br />sketch plan contingent upon compliance with City staff review letter dated March 28, 2003 and <br />recommend that the developer proceed to the preliminary plat stage, subject to staff researching <br />the possibility of constructing a parking lot on the park property with two accesses, and at least <br />look at reconfiguration of ] ?0th Avenue to reduce the impact on Mr. Diedrich's property. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Zimmerman, Kurak, Elvig, <br />Cook, Pearson, and Strommen. Voting No: None. <br /> <br />Case #9: <br /> <br />Adopt Ordinance to Require Businesses to Obtain a Business Registration <br />Certificate <br /> <br />Associate Planner Wald stated that tile City Council introduced an ordinance on April 8, 2003, <br />requiring every business itl the City of Ramsey to obtain a certi'ficate that is administered by the <br />Community Development Department with review and approval assistance provided by the Fire <br />ancl Police Department. During the April 8~h Council meeting, City Attorney Goodrich stated the <br />proposecl "Business Tenant Certificate" name really relates to businesses that lease or rent and <br />dose not capture the whole business corem'unity. Staffwas directed to continue to work with the <br />City Attorney to establish a name that would address the intent of the proposed ordinance.
