Voting No: None. <br /> <br />Case #11: Consider Changes to Municipal State Aid System <br /> <br />City Engineer Jankowski stated that the City must make changes to the Municipal State Aid <br />System (N4SAS) prior to May 1, 2003 to be eligible for receiving needs consideration for the next <br />fiscal yea!-. Additionally, several streets within the Ramsey Town Center would become eligible <br />to be constructed with state aid f'unds once they have been added to the MSAS. At their April 15, <br />2003 meeting, the Public Works Committee reviewed and recomrnended the proposed changes <br />presented by staff. These changes add 2.73 miles to its system, which includes Sunwood Drive <br />and two additional not'th/south collector streets within the proposed To,va Center. <br /> <br />Councilmcmber Cook stated il-tat he was in support of the changes because it allows the roads to <br />be constructed using state f'unding and gives the City funding to assist with developing tl:e Town <br />Center <br /> <br />Councilmember Zimmerman inquired iff with the addition of the mileage will it bring them to the <br />allowable total. <br /> <br />Ci/,, f~ngineer Jankowski replied no, explaining that they still have over a mile that they are <br />allowed, but staff will continue to look at other options. <br /> <br />Com-tcilmember Cool< inquired if there were other areas that they could designate to the system <br />prior to the resolution being submitted. <br /> <br />City Engineer Jankowski replied that the Public Works Committee did discuss the possibility of <br />dedicating 167th Avenue fi'om Ramsey Boulevard to Armstrong Boulevard, which would be <br />about ~A cfa mile. <br /> <br />Councilmember Cook stated that the Council has been talking about providing incentives to pave <br />dirt roads and inquired if they could identify a mile of dirt road and designate it as MSA and use <br />those funds to pave the road. <br /> <br />City Administrator Norman replied that MSA roads have different qualifiers and did not thinl( <br />that would work. <br /> <br />Motion by Councilmember Cool<, seconded by Councilmember Elvig, to adopt Resolution #03- <br />04-I00 modifb, ing tiao City's Municipal State Aid System and direct stall-' to designate the <br />remaining one mile as appropriate. <br /> <br />Motion cra'tied.
