Box 238 <br />Champlin, lvlN 55316 <br /> <br />Re: Preliminary Plat Review: Alpine Acres <br /> <br />Dear Tim: <br /> <br />We' are in receipt of your preliminary plat to develop a townhome Plat in the City of Ramsey. <br />The. preliminary plat consists of three (3) sheets dated April 2, 2003 prepared by Hakanson <br />Anderson Associates. We are also in receipt of a Grading and Erosion Control Plan consisting of <br />two (2) sheets dated April 25, 2003, a Utility Plan consisting of one (1) sheet, and a Landscape <br />and Tree Preservation Plan consisting of three (3) sheets dated April 25, 2003, all prepared by <br />Hakanson Anderson. We offer the following comments: <br /> <br />General: The subject property is approximately 42.4 .acres in size and is generally located in the <br />triangular area formed by the intersection of Nowthen Blvd, Sunfish Lake .Blvd., and Alpine <br />Drive. The preliminary plat is proposing to develop a total of 202 townhomes (11 eight-unit <br />buildings, 8 s/x-unit buildings, 12 four-unit buildings, 6: three-unit buildings) and 1 existing <br />single family home for a total of 203 housing units. The town.homes will be subject to a site plan <br />review for all other aspects of the proposal including but not limited to architectural standards, <br />off-street parking, structure setbacks, and landscaping.. The results of the site plan review may <br />impact the actual number of townhomes to be developed on. the property. <br /> <br />Zoning: The subject property is zoned R-2 Medium Density Residential. The proposed <br />development contains an outlot located in the southern portion of the plat along Alpine Drive that <br />is zoned R-1 Single Family. The K-2 Zoning District allows for townhome developments up to 7 <br />units per net acre. All of the townhome units shown on the plat are located in the R-2 District. <br />The R-1 district allows for single-family homes to be developed ti a density of up to 3 units per <br />net acre. The City has received a Comprehensive Plan Amendment and Rezoning request that <br />proposed to change the outlot's designation in the Comprehensive Plan to medium density <br />residential and rezone the property to R-2 Medium Density Residential in order for the outlot to <br />be developed with townhouse units. The Planning Commission .will be reviewing the <br />Comprehensive Plan Amendment and Rezoning request along with a Preliminary Plat and Site <br />Plan for the outlot in order for the property to be developed with townhomes. <br /> <br /> <br />
