<br />independent testing organization as may be selected by the Council. The costs incurred
<br />in having such investigations or tests conducted shai1 be borne entirely by the owner or
<br />operator. The procedure stated above shall not preclude the City from taking any such
<br />other tests and investigations it finds appropriate to deterrrfine compliance w/th these
