The purpose of this Section is to protect and promote the general welfare, <br />health, safety and order within the City of Ramsey through, the establishment of a comprehensive and <br />impartial series of standards, regulations and procedures governing the erection, use and/or display of <br />devices, signs or symbols serving as a visual communicative media to persons situated with/n or upon <br />public tight--of-ways or properties. The provisions of this Section are intended to encourage creativity, a <br />reasonable degree of freedom of choice, an opportunity for ok%clive commun/cation and a sense .of <br />concern for the visual amenities on the part of those designing and displaying communicative media for <br />the types regulated by this Section, while at the same time assuring that the public 'health and welfare is <br />not endangered. <br /> <br />9.12.02 Definitions. The following words and terms wherexer they occur in tkis Code shall be <br />construed as herein defined. X,Vords not defined shall be interpreted in accordance with definitions in <br />any standard dictionary. <br /> <br /> Abandoned Sign - A sign which no longer identifies or advertises a bona fide business, <br />lessor, service, owner, product, or activity, and/or for which no legal owner can be formal. <br /> <br /> Accessory Use - A use which is subordinate to the principal use being made ora parcel <br />of land. Examples: Identification signs, off-street parking, off-street loading, telephone booths, etc. <br /> <br /> Advertising Device Si~n - A si.on that has as its purDose to promote..advertise, or sell a <br />prgdu, cz or service obtainable on the premises ur~on whichthe si_on is located, and not to identify the <br /> <br />premises. <br /> <br /> Address Sign - Identification numbers only,.whether written or in numerical form. <br /> <br /> Area Identification Sign - A free-standing or ,,vall sign which identifies a single-family <br />or multi-family residential-subdivision, a commercial development or an industrial.park or office park <br />and which is located on the same parcel as the development it identifies. <br /> <br /> At-traction Board Automatic - (Changeable Copy Sign) A sign on which the copy <br />changes automatically. <br /> <br /> At-traction Board Manual - (Changeable Copy Sign) A sign on which the copy is <br />changed manually. <br /> <br /> Awning - A hood or cover which projects from the wall of a building. <br /> <br /> Banner - A sign made of fabric 0r non-r/git mater/al with no enclosing framework. <br /> Bench Sign - A sign which is af-Jfxed to a bench. <br /> <br />87 <br /> <br /> <br />
