Before voting on the enactment of an amendment, the Planning <br />Commission shall hold a public hearing thereon, pursuant to public notice. It shall be the <br />responsibility of the Zoning Administrator to have_ notice of the time, place, and purpose of the <br />public hearing published in the official city newspaper prior to the hearing. Also, when an <br />amendment involves changes in district boundaries affecting an area of ~e-twenty (520) acres <br />or less, a written notice of the hearing stating its time, place, and purpose shall be mailed by the <br />Zoning Administrator at least ten (10) days prior to the day of the hearing to each owner of <br />affected property and property situated wholly or partly within 350 feet of the property to which <br />the amendment relates. For the purpose of giving mailed notice, the Zoning Administrator may <br />use any appropriate records to determine the names and addresses of owners.
