298 <br /> <br />Required Practices for Maintenance and Operation of Industrial <br />Solid Waste Land Disposal Facilities. Any person who maintains <br />or operates an industrial solid waste land disposal facility or permits <br />the use of property for such a facility, must maintain and operate the <br />facility in conformance with the following practices unless otherwise <br />allowed by the City in issuing the conditional use permit: <br /> <br />1. Open burning is prohibited. <br /> <br />Industrial solid waste must not be deposited in a manner that <br />allows material or leachings therefrom to cause pollution of <br />ground water or surface water. <br /> <br />Proposed separation between the lowest portion of the facility <br />and the high water table elevation must be a minimum of five <br />(5) feet. This requirement does not render inoperative any <br />other requirements specified herein and additional ground <br />water protection must be provided. <br /> <br />Dumping of industrial solid waste must be limited to as small <br />an area as practicable and with appropriate facilities to confine <br />windblown material within the area. At the conclusion of each <br />day of operation, all wind-blown material resulting from the <br />operation must be collected and returned to the area by the <br />owner or operator. <br /> <br />Industrial solid waste must be compacted as densely as <br />practicable and covered after each day of operation, or as <br />specified by the commissioner of the MPCA, with a compacted <br />layer of at least six (6) inches of suitable cover material. All <br />previously filled areas must be maintained with at least six (6) <br />.inches of suitable cover material. <br /> <br />If disposal areas will be exposed to the elements for a period of <br />129 days or longer, an intermediate cover totaling at least <br />twelve (12) inches of compacted, suitable cover material must <br />be provided and maintained. <br /> <br />There must be an available supply of suitable cover material, <br />which, if necessary, must be stockpiled and protected to allow <br />for compliance with the requirements contained in this Section <br />including during periods of inclement weather or winter <br />operation. <br /> <br />9-123 <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br />! <br />I <br /> <br /> <br />
