P18 <br /> <br />City Attorney Goodrich advised that it would not be appropriate for the Council to table the due <br />date because other people have been notified of that date. He noted that just because the City has <br />requested proposals does not mean that the Council has to change anything. <br /> <br />Mayor Gamec info~xned Mr. Bouten that he would be given an opportunity to speak about the <br />proposal when the case is presented to the City Council. <br /> <br />Mr. Bouten inquired if he would be able to address the Council prior to the Council accepting the <br />proposal. <br /> <br />Mayor Gamec replied yes. <br /> <br />Coundlmember Cook recommended that Mr. Bouten write down any complaints about the <br />proposal and present it to staff prior to the Council case. <br /> <br />City Attorney Goodrich inquired if the request for proposal permitted contact with Council <br />members independently or did it prohibit that. <br /> <br />Chief Way replied that the document states that all correspondence needs to go through him, <br />which he could then forward to the Council. <br /> <br />City Attorney Goodrich stated that a person submitting a proposal should not be communicating <br />with the Council directly because that would be unfair, however, any comments about the request <br />for proposal can be included in the proposal to be presented to the Council. <br /> <br />Councilmember Pearson inquired if the City has changed tlne[r policy for bidding out towing <br />service. <br /> <br />Chief Way explained that the last time the City had a towing contract was in 1987. Recently, the <br />City has been operating without a contract, but have had two companies that have done the work, <br />and now the City has been approached by a third company. It has made the process too <br />complicated and they currently don't have any control over what people are being charged for <br />towing services. <br /> <br />Mr. Bouten replied that he has receipts from all of his competitors showing they are all very close <br />cost-wise.
