The landscaping plan is acceptable provided three <br />additional trees of an approved species are planted along Sunwood Drive. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Zimmerman, to approve the site <br />plan for Panther Precision contingent upon compliance with City staff review letter dated <br />February 28, 2003, and approval of a Sunwood Drive lift station. <br /> <br />Further discussion: Councilmember Kurak inquired if the ponding issue had been resolved. <br />Principal City Engineer Olson replied that they had come to a conclusion on the issue. He <br />explained that the initial concern by staff was that the storm sewer pipe they were proposing was <br />more capacity than the City could handle, but after further review it was determined a corrugated <br />pipe would be used that would not exceed the City's capacity. Councilmember Zimmerman <br />inquired if the dirt stockpile issue had been addressed. Principal City Engineer Olson explained <br />that the City will be moving the dirt and the business owners are willing to work with City on <br />that issue. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Cook, Zimmerman, Elvig, <br />Kurak, Pearson, and Strommen. Voting No: None. <br /> <br />Case #7: <br /> <br />Request for Final Plat Approval of Wildlife Sanctuary 3''d Addition; Case of <br />Oal~vood Land Development <br /> <br />Community Development Director Frotik stated that Oakwood Land Development has applied <br />for final plat approval for property located west of T.H. #47 and north of Alpine Drive N.W. The <br />property is approximately 23.7 acres in size and proposes to plat 45 new urban lots for <br />development and three existing homesteads for a total of 48 lots. There are 2 outlots proposed in <br />the plat. Outlot A will be held in ownerst~ip by the Developer and deeded to the City upon <br />request if and when it is needed as a public street to facilitate redevelopment of Lots 1 and 2, <br />Block 1 to their ultimate urban densities. Outlot B is a remnant of property on the west property <br />line that is intended to be joined with property to the west to create another buildable lot, if and <br />when property to the west redevelops. In accordance with the approved prelim/nary plat, Junkite <br />Street N.W. will be extended north off Alpine Drive N.W. and terminate at the north boundary of <br />the plat in a permanent cul-de-sac because of the presence of wetlands. Street connection will be <br />made with 155th Lane N.W. in Sunflower Ridge to the east; 155th will also be extended to the <br />west boundary of the plat as a temporary cul-de-sac to provide for future access to the west. The <br />plan also provides for the connection of 154th Lane N.W. between this plat and Sunflower Ridge <br />to the east. However, it is possible that the segment of 154th Lane N.W. in this plat may be <br />constructed prior to the segment of 154th Lane in Sunflower Ridge. In that event, the <br />development agreement requires the developer to provide a temporary cul-de-sac bulb at the <br />eastern terminus of 154th Lane N.W. until such time as it is connected with 154th in Sunflower <br />Ridge. All of the lots meet the 10,800 square foot lot size requirement and the 80-foot (90 feet <br />on comer lots) lot width requirement. The wetlands have been appropriately delineated and <br />encumbered with drainage and utility easements on the final plat. The Engineering Staff has <br />reviewed the final plans. These plans are recommended for modifications subject to the points <br /> <br />City Council/March 25, 2003 <br /> Page 10 of 16 <br /> <br /> <br />
