Voting No: None. <br /> <br />Case #8: <br /> <br />Adopt Ordinance to Amend the 2003 Building Permit, Planning, and Zoning <br />Fees <br /> <br />Community Development Director Frolik stated that on March 11, 2003, the City Council <br />introduced an ordinance to amend the building permit, planning, and zoning fees to include an <br />administration fee pertaining to the handling of tree and sod escrows. When Council introduced <br />the ordinance at their last meeting, it was specified that the rate to be charged would be $100.00 <br />to cover all administration costs. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Zimmerman, to adopt <br />Ordinance #03-07 to amend the 2003 building Construction and planning fees. <br /> <br />A roll call vote was performed by the Recording Secretary: <br /> <br />Councilmember Pearson aye <br />Councilmember Strommen aye <br />Councilmember Elvig aye <br />Councilmember Kurak aye <br />Councilmember Zimmerman aye <br />Councilmember Cook aye <br />Mayor Gamec. aye <br /> <br />Motion carried. <br /> <br />Case//9: <br /> <br />Authorize Execution of Memorandum of Understanding with Ramsey Town <br />Center, LLC <br /> <br />City Administrator Norman stated that the developer of the proposed Town Center is the Ramsey <br />Town Center LLC, a Minnesota Limited Liability Company (RTC). The City has begun formal <br />discussion with RTC since last year and now a great deal of staff time is being utilized for the <br />Town Center project. Staff realizes that a development agreement may be months away from <br />consideration, and the City desires a more formal relationship with the developer. The Town <br />Center Task Force had recommended the negotiation and development of a Memorandum of <br />Understanding with RTC. The Memorandum of Understanding with RTC is not a development <br />agreement. It does, however, set the stage for negotiations with the developer for a development <br />agreement.
