PUBLIC HEARING CASE #:

CONSIDERATION OF THE TOWN CENTER ZONING DISTRICT
By: Principal Planner Patrick Trudgeon

Background:

The Town Center Task Force has been writing a new zoning district for the Ramsey
Town Center for'the past year. The new district, entitled Town Center Zoning District
will cover the area to be developed as the Ramsey Town Center. The Town Center
Zoning District will govern the type and intensity of uses within the Ramsey Town Center
development.

The following items are enclosed:

a)
b)

Proposed Town Center Sub-Districts Map
Proposed Town Center Zoning Districts

Notification:

Notification of the public hearing on the Town Center Zoning District mailed to residents
within 700 feet of the property.

Observations:

The Town Center Zoning District is being proposed to apply to the land being developed-
as the Ramsey Town Center and additional land west of Armstrong that was designated
as mixed-use on the Comprehensive Plan. The Town Center District is comprised of a
number of distinct Sub-Districts intended to define the type and intensity of uses, location
of amenities and overall character of development. The sub-districts are as follows:

Mixed-Use Core Sub-District - "TC-I." The Mixed-Use Core Sub-District is
intended to provide a mix of retail, service, professional, community service,
daycare, recreational and similar uses near, and within easy walking distance of
the transit station. Vertically-integrated mixed use projects with retail, restaurant
and service ~uses, especially at comer locations, are strongly encouraged. Each
block within the TC-1 Sub-District shall include at least two of the following
uses: commercial, office, civic and/or residential use. A minimum residential
density of 15 units per acre in the TC-1 sub-district is intended to provide the
population necessary to facilitate transit oriented development.

Commercial Sub-District - "TC-2" and "TC-2a" The TC-2 Commercial Sub-
District is designated to provide a location for retail commercial businesses that
are not appropriate in the TC-1 Sub-District, including larger scale "big box"
retail and other auto-oriented commercial uses. It is intended that these
commercial and auto-oriented uses be of compact design and not have the look of
typical strip suburban development. Even though the uses in the TC-2 and TC-2a
districts are auto-oriented, buildings within this district will .be designed with a

57
