~34 I Whether or not the use will be unduly dangerous or otherWise detrimental to persons residing or working in the vicinity of the use, or to the public welfare. o Whether or not if this use will substantially adversely impair the use, enjoyment or market value of any surrounding property. Whether the proposed use will be harmonious with and in accordance with the specific objectives of the Comprehensive Plan. Whether the proposed use will be desig-ned, constructed, operated, and maintained so as to be harmonious and appropriate in appearance with the existing or intended character of the general vicirfity and whether such a use will not change the essential character of that area. Whether the proposed use Will be hazardous or disturbing to existing or future neighboring uses. ll. 12. Whether the proposed use will be served adequately by essential public facilities and services, such as highways, streets, police and fire protection, drainage structures, or schools; or whether the persons or agencies responsible for the establishments of the proposed use shall be able to adequately provide any such service. t3.
