9.03.1108 Application. Where the conditions imposed by' any provisions of this Chapter are <br />either more or less restrictive than comparable conditions imposed by any other regulation, the <br />regulations which impose the higher standard or requirements shall prevail. From and after the <br />effective date of this Chapter, the use of all land and every building or portion of' a building <br />erected, altered in height and area, added to, or relocated, and every use within a building or use <br />accessory thereto, in the City shall be in conformity with the provisions .of this Chapter. <br /> <br />9,03.1209 Compliance. No structure shaI1 be located, erected, constructed, reconstructed, <br />moved, altered, converted or enlarged, nor shall any structure or land be used or be designed to. <br />be used except and after the lawful issuance of all permits required by this Chapter.
