Park and Open Space Dedication <br /> <br />b: <br /> <br />Purpose. The Council recognizes it is essential to the health, safety and <br />welfare of the residents of the City and persons working in the City, that the <br />character and quality of the environment be considered to be of major <br />importance in the planning and development of the City. In this regard, the <br />manner in which land is developed and used is of high priority. The <br />preservation of land for park, playground and public open space purposes as <br />it relates to the use and development of land for residential, <br />commercial/industrial purposes is essential to the maintaining of a healthful <br />and desirable environment for ail-citizens of the City. The City must not <br />only provide these necessary amenities for our citizens today, but also be <br />insightful to the needs of our future citizens. <br /> <br />It is recognized by the Council that the demand for park, playground and <br />public open space within a municipality is directly related to the density and <br />intensity of development permitted and allowed within any ~ven area. <br />Higher density developments mean greater numbers of people and an <br />increased demand for parks, recreational resources and public open space. <br />To disregard this principle is to inevitably over-tax existing facilities and <br />thus, diminish the quality of the environment for all. <br /> <br />The City's Comprehensive Park and Open Space Plan establishes minimum <br />community criteria for meeting the needs of the residents of City. <br /> <br />It is the policy of the City that the following standards and guidelines for the <br />dedication of land for park, playground, and public open space purposes (or <br />cash contributions in lieu of such dedication) in the subdividing and <br />developing of land within the City shall be directly related to the density and <br />intensity of each subdivision and development. It is further the policy that it <br />is intended that subdivision dedication shall first be allocated toward <br />deficiencies in the subdivision, neighborhood or specific district park(s), <br />then to trails linking parks, then community parks, then multi-jurisdictional <br />park(s) in the City. Finally, that dedication fees recognize the impact upon <br />each of these systems by the subdivision of land. <br /> <br />Residential Parkland Dedication.
