Motion by Councilmember Cook, seconded by Councilmember Strommen, to adopt Resolution <br />#03-01 ~012 initiating the AUAR <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers COok, Strommen, Elvig, Pearson, <br />and Zimmerman. Voting No: None. Abstained: CouncilmemberKurak. <br /> <br />Mayor Gamec recessed the regular meeting of the City Council at 8:55 p.m. <br /> <br />Mayor Gamec called the regular meeting of the City Council back to Order at 9:07 p.m. <br /> <br />Case #10: <br /> <br />Report from Council Work Session of December 17, 2002 <br /> <br />City Administrator Norman stated that the two returning Councilmembers from the 2002 City <br />Council, and the four Council-Elect members met in a Council work session on December 17, <br />2002, to discuss a variety of topics related t0 organization for the 2003 CoUncil. Staff' was <br />directed to provide Council consideration items on each topic individually for Council action. <br /> <br />1) <br /> <br />Council Representation on Committee Boards & Commissions <br />City Administrator Norman stated that the Council made recommendations for <br />appointments to Council committees, standing committees, and Council liaison <br />representation on other boards or commissions. The Council's recommendations were <br />included in the organizational resolution considered by the Council in Case #1. <br /> <br />2) <br /> <br />Board and Commission Appointment Process · <br />City Administrator Norman stated that in 1996, the City Council adopted a policy for <br />appointing members to the City boards and commissions. The policy was revised in late <br />2001, and the Council discussed in a work session making further changes to the <br />appointing process that once again establishes the Personnel Committee as part of the <br />"evaluation panel"; the new evaluation panel language would include a weighted ballot to <br />the Commission representation as to equal votes of the Personnel Committee <br />representation. Additionally, it was noted that at times the evaluation panel will not have <br />both the Chair and Vice-Chair of the Board or Commission and language was <br />recommended that a Chair designee be allowed to serve as part of the .evaluation panel. <br /> <br />Councilmember Zimmerman inquired if the Personnel COmmittee would give a <br />recommendation to the City Council. <br /> <br />City Administrator Norman replied yes. <br /> <br />Councilmember Zimmerman inquired as to why the Commission members would receive <br />i-lA votes. <br /> <br />City Council/January 14, 2003 <br /> Page 21 of 27 <br /> <br />P47 <br /> <br /> <br />
