Councilmember Cook <br />Mayor Gamec <br /> <br />Motion carried. <br /> <br />absent <br />aye <br /> <br />Case #3: <br /> <br />Amending the Boundaries of the Town Center Alternative Urban Areawide <br />Review (AUAR) Environmental Review <br /> <br />City Administrator Norman stated that on January 14, 2003, the City Council authorized the <br />initiation of the Town Center AUAR Environmental Review. As part of that approved <br />resolution, a map was attached that defined the boundaries of the stUdy area. Since the last <br />meeting, it has been determined that the study area should be expanded to include the land <br />between Highway 10 and the railroad tracks between Ramsey Boulevard and 'Armstrong <br />Boulevard. The rationale in including this area is due to the fact the Town Center development <br />could impact a reconstructed Highway 10 corridor Such as the location of interchanges at Ramsey <br />Boulevard and Armstrong Boulevard. Obviously, it is unknown at this time what the final look <br />and alignment of Highway 10 will be in the future, but staff feels that it is prudent to take a look <br />at some potential Highway l0 configurations and determine the associated impacts the Town <br />Center would have on the corridor. Staff recommended approval of the resolution amending the <br />boundaries of the Town Center AUAR environmental review. <br /> <br />Councilmember Kurak noted that she would be abstaining from voting on this case. <br /> <br />Councilmember Strommen stated that it was her understanding that with the 'AUAR they can <br />look at one scenario or several scenarios. She inquired if they would be looking at just one <br />scenario for the town center area and multiple for the Highway #10 area. <br /> <br />City Administrator Norman replied that that is what his assumption would be. <br /> <br />Councilmember Strommen inquired if the AUAR was an acceptable process with the EQB. <br /> <br />City Administrator Norman replied that he would make that assumption, since they are having <br />regular discussions with the EQB. <br /> <br />Councilmember Elvig inquired if the Highway #10 strip was being included in lieu of MnDOT <br />completing their own study. <br /> <br />City Administrator Norman replied that MnDOT is in favor of the proCess because it is one less <br />step that they will have to complete as part of the Highway #10 corridor study.
