P66 <br /> <br />1) <br /> <br />Appoint Chair and Vice-Chair/Treasurer <br />The EDA appointed Chris Riley as the Chairperson and Keith Keifer as the Vice- <br />Chair/Treasurer for the year 2003. <br /> <br />2) <br /> <br />Addendum to Ramsey Town Center Retail Market Analysis <br />The EDA recommended that the City Council approve the McComb Group, Inc. <br />redevelopment comparative analysis to be completed for the retail node of 167th Avenue <br />and Highway #47 at a cost not to exceed $20,700 to be drawn from the EDA budget, <br /> <br />Councilmember Zimmerman inquired if the City receives bids on services like this to <br />assure that they are receiving the lowest price. <br /> <br />City Administrator Norman replied that the City can take proposals for services. <br /> <br />Councilmember Kurak stated that the City should get proposals if they are unable to use <br />information the City received from the Town Center Task Force study. She felt that it <br />was an important study, but that it was premature to discuss architects before they even <br />know the design. <br /> <br />City Administrator Norman recommended that the City Council direct staff to seek at <br />least three proposals. <br /> <br />Councilmember Elvig stated that the Town Center Task Force focused on the McComb's <br />Group for the Town Center study because of their retail experience and cost. He also <br />agreed that the architectural side is premature, but in looking at the McCombs study it <br />was difficult to describe things without some type of map of what it would look like. <br /> <br />Consensus of the Council was to direct staff to receive three proposals for a market analysis for <br />the retail node of 167th Avenue and Highway #47. <br /> <br />3) <br /> <br />Grosslein Beverage Pr0perty/Bulow, Inc. Property <br />The EDA directed staff to work with the two landowners to try and facilitate a fair market <br />value price for Mr. Grosslein to purchase Mr. Bulow's property.
