30 Dale Wirz, 17201 St. Francis Boulevard stated that this idea has been done in neighboring cities. He indicated he would put in the well and Sewer systems, which he does for a living, and it could be monitored bY the city. He stated it would be installed in such a way that when City sewer and water was available the City would not have to tear up the streets, it would be ready to hook up with minimal work. He stated he has spoken with the Met Council, who referred him to Dayton, Where this has been done in farm areas so part of the land could continue to be farmed. He stated he doesn't have any drawing Or anything, as he is just starting the process and looking for input. ' Commissioner Van Scoy asked what timeframe Mr. Wirz was looking at for this development. Mr. Wirz explained in five to six months, maybe longer if that is what it takes. realizes this is a new concept and will take some time. He stated he Chairperson Nixt indicated that staff is denying the request, and he understands their reservations, but asked if they would consider it with more information. He is here to answer any questions they may have. He.-asked if the 20 percent open space would be permanent, stating the Met Council indicated he would not have to provide'that. Pr~cipal Planner Trudgeon explained that the M~et Council cannot make decisions for what Ramsey requires.
