The Planning Commission shall forward to the City Council its recommendations based on and <br />including, but not limited to, the following FZND£/VG~: <br /> <br /> The development plan. is in conformance with the stated purpose of the Planned Unit <br /> Development. <br /> The development plan will not have a detrimental effect upon the neighborhood in Which <br /> it is proposed' to be located. <br />The development plan is in conformance.with the City's Comprehensive Plan.. <br />The development ptan is in compliance with the provisions-of the City Code, except as. <br />specifically modified through the use of the P.U.D. provisions. <br />The internal organization, land uses, densities, Circulation, recreation areas, open .sPaces, <br />and septic system(s) are adequate and meet the intentions of the City Code. ' <br />The development plan and plat conform to the.requirements of the shoreland, and <br />floodplain area regulations of the City Code. <br />The ghost plat/overlay plat is suitable for the long-term use of the property and is in <br />conformance with the City Comprehensive Plan. The proposed development plan, <br />building and other proposed improvements are compatible with the ghost plat / overlay <br />plat layout. <br />The development plan contains suitable provisions for septic facilities and is configured to <br />'allow convenient access to the future sanitary sewer system, <br /> <br />(ii) <br /> <br />City Council Action. The City Council takes action on the P.U.D. Conditional Use Permit, <br />preliminary plat and rezoning. If approved by the City Council, the P.U.D. Plan is <br />attached to and is a part of the Conditional Use Permit. The Zoning Administrator shall <br />then make a notation on the Official Zoning Nap designating the area as a P.U.D. <br />'whether or not a zoning change was made. A number shall be assigned each P.U.D. in <br />sequence through each year (i.e.P.U.D. 87-1). <br /> <br />(12) <br /> <br />.Final Plat. The Final Plat and Site Plan shall be in substantial compliance with the <br />approved Preliminary Site Plan and Plat. Substantial compliance shall mean: <br /> <br />a. The number of. residential living units has not been increased. <br /> <br />b. Open space has not been decreased or altered to change its original <br />intended design or use. <br /> <br />c. All special conditions prescribed: in the preliminary' Site Plan and Plat by <br />the City Council have been incorporated into the Final Site Plan and Plat. <br /> <br />(13) <br /> <br />Application. The application for P.U.D.. Final Site Plan and Plat approval shall be <br />accompanied by the following plans and data' <br /> <br />A plan with locations of' all .structures including placement, size, and type with <br />existing, and proposed topography. <br /> <br />Grading and drainage plan at t~o (2) foot contour intervals. <br /> <br />Utility plans for all public utilities. <br /> <br />Sign and entry monument if applicable <br /> <br />42 8 <br /> <br /> <br />
