adequate stonn water 'disposal plan is presented and approved by the Ci~ <br />Engineer and Council. The use of dry wells for the purpose of stonn water <br />disposal is prohibited. In. areas where an outlet for storm water does not <br /> <br />exist and the developer is unable to negotiate a .drainage way with-adiacent <br />land owners, they may petition the City to construct, a drainage outlet. <br /> <br />Subd. 5. Private Utilities. <br />ao <br /> <br />-In all subdivisions, all' telephone, electric and gas service lines' shall be' <br />placed underm'ound within dedicated public ways .or recorded easements in <br />such manner as not to conflict with other under~ound services. All <br />underground installation of service'lines within street right-of-wa' 9:50:3.0 <br /> <br />completed in a manner which Will not disturb street surfacing. <br /> <br />Subd. 64. Easements <br /> <br />All lots shall have a rainimum of a 10-foot drainage and utilitv easement <br />adjacent to all road fight of way and unplatted areas and 5 'feet along all <br />cormnon property lines being platted. Also ~eater easements may be <br />required to protect areas in accordance with the approved ~ading and utility <br />plans. Easements at least ten feet wide on' front lines and 20 feet wide <br />centered on rear or side lot lines .shall be provided for utilities where <br />necessary. Utility easements shall have continuity of alignment from block <br />to block and lot to lot. Easements may be required along lot lines to right- <br />of-ways so as to provide for street lighting. Al1 under~ound utiliw service <br />lines, including water, drainage and sanitary sewer systems-which traverse <br />private property., shall be installed within recorded easements. <br /> <br />'b. <br /> <br />Subd. 7 <br /> <br />DelineatiOn and Encumbrance of Wetl'ands on all plats: <br /> <br />That the presence of any pubiic or private drainage ditches, shall be <br />identified on all plats and encumbered within a sixty-six foot wide drainage <br />and utility_ easement. <br /> <br />b. That the delineation of wetlands and' encumbrance of wetlands with public <br /> <br />drainage and utility easements shall be required on all plats, . except that any <br />lots proposed to be 10 acres or-more in size that are located in plats that are <br />outside the boundaries of the Metropolitan Urban Service Area. shall be <br />exempt from the wetland delineation and encumbrance requirement.
