We offer the following comments: <br /> <br />General: The sketch plan is proposing to subdivide a portion of the existing 37-acre Wirz <br />Nursery property into sixteen (16) single-family urban-sized lots that would be served by on-site <br />septic systems and wells until sanitary sewer and municipal water are available to the property. <br />The 16 lots (17 including the homestead) are supposed to be representative oft he number of lots <br />that would be allowed if you were to subdivide the property into 2.5 acre lots as currently <br />allowed under the performance standards for R-1 Residential property located in the Rural <br />Developing District. It is noted that under the 2.5 acre standard, a total of 15 lots would be <br />allowed, including the homestead. Two lots would have to be eliminated from the plan. <br /> <br />Zoning: The property is zoned R-1 Residential and is located in the Rural Development District, <br />which is outside the. Metropolitan Urban Service Areas (MUSA): Therefore, the subdivision, as <br />proposed into urban sized lots, would not be permitted under the R-1 Residential District <br />regulations. In order for the City to be able to consider the proposed "cluster" development, the <br />developer would either have to rezone the property to Planned Unit Development (PUD) and <br />follow the PUD subdivision requirements, or request an amendment to the comprehensive. Plan <br />and Zoning Ordinances to establish some guidelines for clt~ster developments. <br /> <br />PUD Requirements: The Planned Unit DeveloPment ordinance states that the City shall <br />consider the following criteria and objectives in reviewing a proposed PUD development: <br /> <br />· High Quality of design and design compatible with surroUnding land uses, both existing <br /> and planned. <br /> <br />· A wider range of housing types, price ranges, styles than could b.e accomplished under <br /> existing zoning. <br /> <br />· Public amenities, facilities and open space that are greater than the minimum <br /> requirements of existing zoning and determined to be in the public good. <br /> <br />101 <br /> <br /> <br />
