River Park Subdivision <br />Sketch Plan Review <br />January 30, 2003 <br />3 of 3 <br /> <br />Utilities: You are proposing to provide a communal septic and well system. The first step' <br />requires that you to provide monitoring well and piezometric wells to determine flow and water <br />quality. The City will require copies of system design and soil borings for approval. The design <br />needs to conform to Minnesota Pollution Control Agency Chapter 7080. You must also submit <br />an operation and maintenance schedule that identifies the frequency of monitoring. The <br />responsibility for operation and annual reporting will lie with the homeowners association. You <br />are proposing a standard ~avity system where the soiI treats the effluent. To utilize dripper Iines <br />during the summer months to irrigate the tree farm requires a pre-treatment type system. You are <br />proposing to convert the lots to municipal water and sanitary sewer when those services become <br />available. This will require submittal of the size and grade of the proposed sewer and water lines <br />for City approval. The association is also responsible for the maintenance of the sewer and water <br />lines until the City utilities are connected. <br /> <br />Park Dedication: The City's park dedication fee is $1,800 perunit. The .City has the option to <br />satisfy park dedication requirements by cash, land, or a combination of cash and land. The <br />sketch plan will be forwarded to the February Park and Recreation Commission for park <br />dedication recommendation. ' <br /> <br />Trail Fee: The City's 2003 trail development fee is $475 per unit. The Park and Recreation <br />Commission will review the sketch plan for trail development recommendations at their <br />February meeting. <br /> <br />Stormwater Management Fee: The City has enacted a Stormwater Management Fee at a rate <br />of $375.00 per unit. This fee must be paid for the new lots created prior to release of th'e f'mal pl{~t <br />for recording. <br /> <br />Tree Preservation and Landscaping: At the time of preliminary plat review, the plan should <br />identify tree removal limits and the location of the tree save fences. City Ordinances require <br />installation of two overstory trees, per single-family lot. The t-Tpe of trees shall conform to the <br />City plantings schedule (attached) and be comprised o'f at least 25% coniferous and 25% <br />deciduous. For each existing significant tree retained, one overstory tree may be deducted from. <br />the minimum number of tree that are to be added to the project area. <br /> <br />Density Transitioning: In accordance with City Code, some density transitioning would be <br />required between the urban-sized lots and' the larger rural 10t to the north and the urban-sized lots <br />and the larger, rural homestead to the south. For urban lots adjacent to rural lots, City Code <br />requires a 45 foot wide corridor in common ownership with. the associationi Eight overstory- <br />trees, 8 evergreen trees and 8 understory trees would have to-be planted for each 100 feet of <br />common property line with the rural lots. The lots on the' north and south lines of the plat would <br />have to be increased in depth to accommodate the required 45 foot corridor. <br /> <br />103 <br /> <br /> <br />
