The narrower streets 'cause traffic to <br />slow down and make the public realm of sidewalks feel more safer. <br /> <br />The main concern expressed by City Engineering, Public Works, Police DePartment, and Fire <br />Department Staff about the development revolves around the use of narrower roads than typically <br />is required in Ramsey residential subdivisions. It is felt that the narrower roads do not provide for <br />efficient movement of vehicles, leads to operational concerns regarding snow plowing and, the <br />provision of public safety services (such as the use of fire trucks), and would create a precedent <br />for narrower roads in other residential developments within Ramsey. <br /> <br />As previously mentioned, from a land use planning perspective the propoSed development and its <br />proposed deviations from City Code are acceptable. However, the concerns raised regarding the <br />narrow roads need to be factored into account. From a public safety perspective, the current <br />design is unacceptable. In making a decision,. One must weigh-the need for Ramsey having an <br />innovative and different type of residential subdivision design-without compromising public safety <br />versus the need to provide for uniform street standards throughout the City. By requiring certain <br />conventional suburban design elements into this particular development, it may jeopardize the <br />feel, look and viability of the proposed development. It should also be noted that this issue will be <br />of paramount importance as the Ramsey Town Center begins to take shape. <br /> <br />Given the issues raised above, Staff is unable to make a recommendation at this time.
