I I I I I I I I I I I I I Mayor Gamec explained that the noise ordinance went into effect approximately one month ago. Sergeant Way explained that in order for the Police to do anything about disturbing the peace issues they need to have a formal complaint. Even with the new ordinance in place, there is only so much they can do. Ms. Kampa stated that there are nights that the noise goes on until 4:00 in the morning. Mayor Gamec noted that the Council would be addressing a recreational vehicle ordinance tonight. He explained that the most frustrating part of the issue is the enforcement, of the problem. He stated that there is a process that people have to go through and it can often take some time, but they do need citizen's help in moving forward with a complaint. Ms. Kampa stated that they have senior citizens in the neighborhood that used to walk the neighborhood but can no longer do so because of the safety concerns of the trucks racing up and down the streets. Councilmember Anderson stated that she had thought that the new ordinance would allow for a better proactive approach. Sergeant Way recommended that Ms. Kampa meet with him to review the complaints so that he could follow up on the issue. Councilmember Hendriksen inquired if some of the activity was taking place on City streets. Ms. Kampa replied yes. She explained that there is a playground two doors down from her house and the house sits between the two and there are no longer kids on the playground. Councilmember Hendriksen stated that if there are activities occurring on City streets they don't have to follow the nuisance ordinance. Kathy Malek, 9030-162"d Lane NW, Ramsey, requested some guidance on how they can control speed in their neighborhood. She explained that since the development of Northfork has grown to over 250 homes, the traffic has grown significantly, and so has the speed. Ms. Malek stated that her concern exists because there are so many children that live in the neighborhood. On March 24th her dog was killed at the end of her driveway when one of her neighbors was speeding down her street. The neighborhood has tried to slow down the traffic by sending out letters from the association, but nothing has worked. There are a lot of kids at the bus stops and there are people traveling at 37 to 50 mph. The neighborhood has called the 'Police out to the neighborhood several times and they did bring out the speed trailer, but it did not have an impact on the traffic.
