P52 <br /> <br />· Designated non-use area would be roughly everything east of Armstrong Boulevard and <br /> south of 159!h Avenue <br />· Recreational vehicles would be allowed to operate in the ditch area of Armstrong Boulevard <br /> and the ditches of Highway #I 0 (including within the designated non-use· area) <br />·-No recreational vehicles would be operated within the designated non-use area from · November I to April 1, unless there is a minimum of six inches of snow cover. <br /> <br />A similar recreational vehicle ordinance was introduced at a previous Council meeting, however, <br />with the proposed changes incorporated, staff felt a second public hearing should be held and, <br />therefore, a re-introduction of the ordinance. · <br /> <br />Citizen Input <br /> <br />Harold Bauer, 7910-156~ Avenue NW, Ramsey, inquired if he would be unable to ride his <br />snowmobile over three houses to access C.R. #83. <br /> <br />Sergeant Way replied that that was correct because they had to draw the line somewhere. <br /> <br />Mr. Bauer inquired as to how people are supposed to access C.R. #83. <br /> <br />Sergeant Way replied that people would be permitted to trailer their snoWmobiles to Central <br />Park. <br /> <br />Nh'. Bauer stated that it did not make sense to trailer his snowmobiles to Central Park when allhe <br />has to do is go three houses. <br /> <br />Mayor Gamec replied that they have to draw the line somewhere. <br /> <br />Mr. Bauer inquired as to why theY have to draw a line and wondered if there was really that big <br />of problem in the City. <br /> <br />Mayor Gamec replied yes there is a big problem with snowmobiling. <br /> <br />Mr. Bauer replied that he did not see the problem. <br /> <br />Bill Holland, 7701-169m Lane NW, Ramsey, stated that he moved into Ramsey 28 years ago and <br />wanted to know why he was all of a sudden losing his right to snowmobile. He expressed that <br />Ramsey is 30 miles from the City. <br /> <br />Mayor Gamec stated that there are a certain amount of people that abuse snowmobiling. <br /> <br />Mr. Holland replied that maybe the City should ban monster trucks and dogs as well. <br /> <br />City Council/September 11, 2002 <br /> Page 9 of 31 <br /> <br />I <br /> <br /> <br />
