I

through the process to see if the zoning can be amended to allow for 16-unit buildings. It is the
developer's right to submit a zoning ordinance amendment, but ultimately the Council will have
to approve any change.

I
I
I

I
I

I
I
I
I
I

Councilmember Hendriksen inquired if the developer is charged a fee for that process.

Principal Planner Trudgeon replied that the developer is charged for the amount of time they
spend on the issue.

Councilmember Anderson stated that it limits the amount of space to place units when they
complete the project in phases.

Mr. McGee replied that they have not changed anything. He explained that when the sketch plan
was approved there was no restriction within the R-2 zoning regarding unit sizes. That was
changed two weeks later. At this time they are bringing some suggestions to the Planning
Commission for consideration.

Councilmember Hendriksen' stated that everything within the triangle was single family
residential and they as a Council, on a 3-2 vote, changed the land to medium density, They
recently adopted a density transition ordinance that does provide the option of density matching
on the perimeter and if there has ever been an area where individual property owners deserve to
have matching densities this is it.

Mayor Gamec replied that he disagreed.

Councilmember Hendriksen stated that then the Mayor disagreed with the concept entirely.

Mayor Gamec stated that he felt that it would be detrimental to the current property owners and
he would like to see them get the maximum dollar for their property.

Councilmember HendrikSen replied that people should have the right to make their own
decisions and they should be willing to follow their direction. If the residents don't want to have
more space around the property and they hope to sell their property in the future, then they can
let them know that.

Mr. McGee stated that they have worked with the residents throughout the planning process.

Councilmember Hendriksen stated that at that time, the residents may have made the best deal
they could but now they have greater rights and knowing that they have more options, they may
wish the Council to exercise that on their behalf.

Deb Kuechle, 15345 Sunfish Lake Boulevard NW, Ramsey, stated that her main concern has to
do with the City road. They have now changed the plan so that the road T's instead of ending at
her property.

City Council/Octol~er_ 8, 2002

Pl17
