Principal Planner Trudgeon stated that Allstate Development has applied for site plan review for <br />mneteen two-unit townhomes as part of the Villas of Meadow Point subdivision. The prope~.y is <br />generally located in the triangular area formed by the intersection of Nowthen Bl.v. tI:, Sunfish <br />Lake Blvd., and Alpine Dr. The subject property is approximately'23.36 acres in ~ize. The two- <br />unit townhomes are part of a larger planned townhome development. The area where the two- <br />unit townhomes will be located is approximately 13 acres in size. The site Plan sh6~s.:~ 9 two- <br />unit buildings for a total of 38 townhouse units. The subject propert¢',:i's zoned R-?-i~nd the <br />proposed townhouse development is a permitted use in the R-2 district. The .net density"O.f':the <br />whole property is 1.8 units per acre. It is the City's understanding that>the outl°ts .,are proposed2o <br />be developed in the future. With the R-2 Zoning District regulati0ns;':the property shown in the:-.'.: <br /> <br />1 <br /> <br /> two-unit townhome units will have public street access to County Road 57 and Alpine Drive <br /> (formerly 153~a Ave.), a City Municipal State Aid road. Four of the dwelling units will get <br /> directly from i54'h Ave. and 154~h Lane. The remaining dwelling ~rfits will be using private <br /> streets feeding off of public streets for access. The: proposed development meets all setbacks, <br /> unit size, structure height, and off-street parking requirement~ ~.estabhshed ih the R-2 district. The <br /> site plan meets the landscaping standards for the R-2 Zoning 'DiStrict. When an R-2 District <br /> abuts a R-1 District, City Code requires additional buffering-~';atong the perimeter of the <br /> development. The landscaping plan meets the buffering requirement. In addition;to the building <br /> landscaping requirements, the applicant 'has chosen to use landscape buffer:i~g as the density <br /> transition option. The property boundary adjacept to the single-family homes is roughly 1,000 <br /> feet resulting-in an additional, twenty overstory tr.ees, twenty evergreen trees, and twenty <br /> understory trees. 'According to the site-plan, there will be'Iwenty-six overstory trees, twenty-five <br /> evergreen trees, and twenty understory trees. All either meet 6r exceed our requirements. Each <br /> unit will be a 1,814 square foot, one-story,-rambler With a two-car garage. Exterior materials are <br /> proposed to consist of face brick and E.I.F.S.treatment. The roof will have asphalt shingles. The <br /> proposed units meetCity Code. The development will be serviced by municipal water and <br /> sewer. Detailed' grading, drainage, and utility' Plans are being reviewed as part of the preliminary <br /> plat of Villas of Meadow Point. City Staff reco~ended site plan approval contingent upon <br /> compliance with City Staff Review Letter dated.~September 26, 2002, Revised October 18, 2002 <br /> and the developer receivin~preliminary plat~ approval. <br /> <br /> Councilmember Kurak:verified that at this time they were only approving the two-unit buildings. <br /> <br /> Principal Planner TXidgeon replied that that was correct. <br /> <br />-;.~ - '~ Motion by~Co~ncilmember ~Kurak, seconded by Councilmember Anderson, to approve the site <br />,¥.. plan of Villas .of Meadow Point contingent upon compliance with City staff review letter dated <br />'~-" .
