The property is zoned Rq <br />Residential and is located in the Central Rural Reserve area. The proposed minor sUbdivision is a <br />replat of the Schelkoph homestead that will create two new lots. Proposed Lot 1 is approximately <br />2.11 acres, and Proposed Lot 2 is approximately 2.60 acres. The applicant was'granted a variance <br />by the Board of Adjustment to the 2.5-acre minimum lot size.and'the 4 units per 40 acres density <br />on August 29, 2002. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Sketch plan <br />c) Resubdivision plan <br />d) Board of Adjustment meeting minutes dated August 29, 2002 <br />e) City Staff review letter dated November 1, 2002 <br /> <br />Notification: <br /> <br />No public hearing is required at the sketch plan stage of a plat. <br /> <br />ObserVations: <br /> <br />Michael Schelkoph owns a 4.7-acre parcel on Ramsey Blvd. at 153rd Avenue-NW. The existing <br />homestead will remain on Proposed Lot 2. The applicant has provided a resubdivision plan <br />according to R-1 urban residential standards and has verified that a primary and secondary septic <br />system can be accommodated on both lots. Lot 1 is comprised' largely of Hubbard coarse sands <br />and sufficient areas of this soil will allow for an original and replacement soil. absorption, field. <br />Lot 2 has been investigated by Art Dorm,-licensed septic designer. His_ investigation concludes <br />that a replacement system is feasible north of the existing system on Lot 2. A copy of the sketch <br />plan has been sent to Anoka County; while no comments have been received to date, staff is <br />anticipating that the County will require dedicated access on Ramsey Blvd. to.prohibit future <br />accesses. <br /> <br />29' <br /> <br /> <br />
