Preliminary, Plat Review: Wildlife Sanctuary 3~d Addition <br />October 31, 2002 <br />Page 2 of 5 <br /> <br />5. <br /> <br />Access and Streets: The development will e~end Junkite Street'N.W. north off of Alpine <br />Street and terminate in a cul-de-sac at the north end of the property because of the presence <br />of wetlands. Street extensions are also planned to connect with 154~ Lane N.W. and 155~ <br />Lane N.Wi in Sumqower Ridge to the east. ~The preliminary plat also proposes to extend <br />155~' Lane to the west boundary of the property for future access to the west; it will <br />constructed with a temporary cul-de-sac and signed as a future through street. An escrow <br />should be collected in an amount sufficient to cover the costs associated with removing the <br />temporary, cul-de-sac, restoring adjacent properties, and extending the sidewalk to the <br />western boundary of the plat when development occurs to the west. Neither the permanent <br />cul-de-sac to the north nor the temporary cul-de-sac to the west exceed the 600 foot length <br />restriction. <br /> <br />Grading and Drainage: A Preliminary Grading Plan dated October 2, 2002 has been <br />received at the City. <br /> <br />A permit from the Lower Rum River Watershed. Management Organization and the <br />Minnesota Pollution Control Agency will be required. The developer is responsible for. <br />obtaining any and all permits required from other regulatory agencies. Wetlands must be <br />delineated and dedicated on the f'mal plat as drainage and utility easements. <br /> <br />The City has enacted an ordinance that requires an elevation survey at the time of footing <br />inspection to ensure compliance with the approved grading plan. As required, the <br />preliminary grading plan identifies which type of house style is permitted on each lot. This <br />information should be carried forward onto the final grading plan also. No grades shall be <br />.flatter than 1%. Grades flatter than 2% will require a certificate of grading prior to an <br />occupancy permit being granted. The requirement for an elevation survey on ali footing <br />inspections and the requirement for a certificate of grading on.lots with less than a 2% grade <br />must be stated on the final grading plan. <br /> <br />The following comments are based on the Preliminary Grading Plan dated October 2, 2002: <br /> <br />Elevations must be provided on all property corners and critical elevations where a <br />change of slope occurs. <br />Missing 890 contour on Lot 1, Block 1. <br />Provide an outlet for low area east of Lots 2 and 3, Block 1. <br />Missing 888 contour on Lot 3, Block t. <br />Incorrect 886 contour between Lots 1 and 2, Block 2. Ensure that all cross drainage <br />follows drainage and utility easements (follows property lines). <br />incorrect 880 contour between Lots 1 and 2, Block 3. <br />Missing contours on Lots 2-8, Block 3.
