Utilities. These comments are based on the Preliminary Utilities Plan dated August 5, 2002. <br /> Staff has the following comments: <br /> <br />· As mentioned in the grading and drainage plan review, an outlet needs to be prc~gided to <br /> the low area west of Lot 6 by providing additional storm sewer pipe.. This pipe shall be <br /> installed at minimum grade to provide for service to the west. <br />· Adjust the catch basin locations at intersection of Yakima Street to avoid placing a catch <br /> basin ov. er the existing sanitary sewer main. <br /> <br />Tree PreservatiOn. The Tree Preservation Plan dated August 5, 2002 identifies 193 trees on <br />the development site. The tree preservation plan shows 30 trees being removed as part of the <br />installation of improvement of the site. Work on site during the construction of these <br />improvements shall adhere to the Tree Preservation Plan dated August 5, 2002. Additional <br />language will be included in the development agreement for the subdivision that will require <br />the use of best management practices and tree-save fences. <br /> <br />From review of the location of the remaining trees on the development property, it appears <br />that additional trees may need to be taken down as part the construction of the house. The <br />City encourages the developer and builder to work with City staff in identif3dng locations of <br />house pads that will minimize impact to significant existing trees. <br /> <br />10. <br /> <br />Landscaping. City Ordinances require two overstory trees per single-family lot. The type of <br />trees shall conform to the City plantings schedule (attached) and be comprised of at least one <br />coniferous tree and one deciduous trees. The City can give credk for each significant tree <br />retained against the new planting requirement. Under your proposed plat, the development <br />will need to have at least 10 new 'deciduous and 10 new coniferous trees. The submitted <br />landscaping plan shows 14 deciduous trees (Patmore Ash). In reviewing the tree preservation <br />plan, staff will give credit for.two trees that will be retained; a red pine (ID#5580) on Lot 1, <br />and the black walnut (ID#5650) on Lot 4. Therefore, the landscaping plan shall be revised as <br />follows: <br /> <br />· Each lot shall contain one new deciduous and one coniferous trees, with the exception of <br /> Lots 1 and 4. <br />· Lot 1 will receive credit for the red pine tree retained and shall have one.new deciduous <br /> tree planted. <br />· Lot 4 will receive credit for the black walnut retained and shall have one new coniferous <br /> tree planted. <br /> <br />11. Density Transitioning. The propotsed plat is considered low density residential and is <br /> bounded on the east and north by Highlands at River Park, a low density single-family <br /> development.
