Bids were opened publicly <br />on June 15th. <br />Bids were opened publicly on June 15th. <br />Time Frame/Observations/Alternatives: <br />Observations: <br />Based on staff's observation of all contracted skim patching to date, skim patching is anticipated to have a useful <br />life of at least 4 years, and likely much more. To date, this product is holding up very well to plowing, traffic and <br />weather. <br />Alternatives: <br />Motion to adopt Resolution #26-145 accepting bids and awarding a contract to North Valley, Inc. for the total <br />amount of $243,173.74 for 2026 Pavement Skim Patching, Maintenance Project #26-53. <br />Funding Source: <br />Payment for this work is proposed to come from a combination of the $650,000 budgeted for 2026 crack sealing, <br />pavement rejuvenator, and pavement markings, and from the Public Improvement Revolving (PIR) Fund. <br />On June 15, 2026, a total of five (5) bids were received, opened, and tabulated, and the following bids were found <br />to comply with the advertisement for bids. <br />Contractor <br />North Valley, Inc. <br />Hanson Paving <br />Diversified Paving <br />Asphalt Surface Technologies Corp. <br />GMH Asphalt Corporation <br />Engineer's Estimate <br />Total Bid <br />$243,173.74 <br />$282,149.54 <br />$306,310.03 <br />$353,447.82 <br />$358,409.65 <br />$252,000 <br />The bid of North Valley, Inc. of Nowthen, Minnesota, in the amount of $243,173.74 for the total bid of said <br />improvements in accordance with the approved plans and specifications and advertisement for bids, is the lowest <br />responsible bidder. Adding indirect costs in the amount of 5-percent brings the total project costs to $255,332.43. <br />The city budgeted $650,000 in 2026 for contracted street maintenance services including; crack sealing, <br />pavement rejuvenation, and refreshing pavement markings. <br />The project bid costs for pavement maintenance improvements are: <br />• IP 26-09 Crack Seal $159,951.90 <br />• IP 26-10 Pavement Rejuvenation $327,922.41 <br />• IP 26-11 MSA Pavement Markings $24,273.10 <br />• Total Pavement Maintenance Costs $512,147.41 <br />
