CC Regular Session <br />Meeting Date: 06/23/2026 <br />Primary Strategic Plan Initiative: Not Applicable <br />5.9. <br />Title: <br />Adopt Resolution #26-147 Adopting the2025 Anoka County Hazard Mitigation Plan <br />Purpose/Background: <br />The City participated in the development of the Anoka County 2025 Hazard Mitigation Plan, which has been <br />reviewed by FEMA Region 5 and determined to meet applicable FEMA local mitigation planning requirements <br />except for formal adoption by participating jurisdictions. FEMA has granted the plan Approvable Pending <br />Adoption (APA) status. To obtain full FEMA approval and maintain eligibility for FEMA hazard mitigation grant <br />programs, each participating jurisdiction must formally adopt the plan by resolution. <br />Adoption does not approve future mitigation projects or expenditures. Rather, it acknowledges the City's <br />participation in the countywide plan and satisfies the FEMA requirement for local plan adoption. <br />Notification: <br />FEMA Region 5 notified Anoka County and participating jurisdictions that the plan is eligible for full approval <br />upon local adoption. City staff coordinated with county emergency management staff regarding the adoption <br />requirement and submission of the executed resolution to FEMA/State HSEM after Council action. <br />Time Frame/Observations/Alternatives: <br />Time frame <br />• FEMA has issued APA status and is awaiting adoption resolutions from participating jurisdictions. <br />• Jurisdictions adopting more than one year after APA issuance must validate that risk assessment and <br />mitigation strategy information remains current or update the plan before adoption. <br />• Staff recommends adoption at the earliest practical Council meeting and prompt transmittal of the signed <br />resolution. <br />Observation <br />• FEMA found the plan technically acceptable; adoption is the remaining step for full approval. <br />• An approved local mitigation plan is a prerequisite for applying for and/or receiving several FEMA <br />mitigation grants, including HMGP, HMGP Post -Fire, BRIC, FMA, and the Safeguarding Tomorrow <br />Revolving Loan Fund. <br />• Failure to adopt could affect the City's eligibility for future FEMA mitigation funding opportunities. <br />Funding Source: <br />Adoption of the plan itself has no direct project appropriation or grant match associated with this agenda item. <br />Staff time for coordination and processing is covered within existing operating budgets. Future mitigation <br />projects, if pursued, would be brought forward separately with identified funding sources and any required local <br />match. <br />Recommendation: <br />Approve the resolution adopting the Anoka County 2025 Hazard Mitigation Plan and authorize staff to transmit <br />the executed adoption resolution to Anoka County and the appropriate State/FEMA contacts to obtain final FEMA <br />approval. <br />
