ECONOMIC DEVELOPMENT AUTHORITY <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The City of Ramsey Economic Development Authority (EDA) conducted a regular meeting on <br />Thursday, June 11, 2026, at the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, <br />Minnesota. <br />Members Present: <br />Chairperson Scott Wiyninger <br />Member Cheryal Hills (virtual) <br />Member Rachal Johnson (virtual) <br />Member Brittany Lindahl <br />Member Chris Riley <br />Member Shanna Stewart <br />Members Absent: Member Nicole Bauer <br />Also Present: Sean Sullivan, Economic Develop 1 anager <br />4. EDA BUSINESS <br />4.01: Consider Purch e Agreement and e of Part4 of Outlot A, Java Auto Parts to <br />Harlow Beck nterris s LLC (Sc ters Coffee) (Portions may be closed to the <br />public) <br />Economic Deve <br />ment Manager Sullivan prd the staff report. <br />Chairpe Wiyning invited the ; licant to provide more information about the project. <br />Nata ie an Dewey, appl%ants, i oduced themselves, noting that they both graduated from <br />Anoka Hig ool and are rooted in the Ramsey community. He stated that this will be their first <br />Scooters Cof : cation an -xplained that they found this location attractive because of the <br />growing populated qua of development. <br />Chairperson Wiyninge asked if the applicants would be running the facility. <br />Mr. Dewey explained that they will be required to hire a full-time manager, but they also plan to <br />be at the business daily to ensure it gets up and running He commented that they do plan to open <br />other locations in the future once this location is established. <br />Motion by Member Lindahl, seconded by Member Johnson, to recommend to City Council to <br />approve Purchase Agreement, Right of Re -Entry Agreement, and Sale of Part of Outlot A, Java <br />Economic Development Authority/ June 11, 2026 <br />Page 1 of 3 <br />
