CC Work Session <br />Meeting Date: <br />Primary Strategic Plan Initiative: <br />2. 2. <br />06/23/2026 <br />Strengthen and enhance our identity, brand and image. <br />Information <br />Title: <br />Consider the Holiday Market Feasibility Study <br />Purpose/Background: <br />At the January 13th, 2026 Council work session, the consensus of Council members present was to direct staff to <br />develop a feasibility study on the potential for a holiday or winter market in Ramsey. Staff organized the <br />feasibility study to review whether and under what conditions a winter market may be viable in Ramsey. A broad <br />market scan was conducted to assess how many and what kinds of markets exist within a one -hour drive of <br />Ramsey. The report then provides a high-level overview of different market models the City may wish to consider. <br />An interactive map with existing and anticipated 2026 markets can be found here. Information on how market <br />research was conducted can be found on page 4 of the feasibility study, with an image of the aforementioned map <br />in the appendix on page 43. <br />Time Frame/Observations/Alternatives: <br />Staff will provide a brief, high-level summary on the content of the attached winter market feasibility study (after <br />opening the PDF, click on the two -page view for best readablility). This is anticipated to entail about five minutes, <br />and lead to perhaps ten minutes of Council discussion on the merits and costs of a potential winter market, with <br />the goal of defining next steps. <br />Funding Source: <br />The feasibility study itself was prepared in and around staffs regular duties.
