CC Work Session
Meeting Date:
Primary Strategic Plan Initiative:
2. 2.
06/23/2026
Strengthen and enhance our identity, brand and image.
Information
Title:
Consider the Holiday Market Feasibility Study
Purpose/Background:
At the January 13th, 2026 Council work session, the consensus of Council members present was to direct staff to
develop a feasibility study on the potential for a holiday or winter market in Ramsey. Staff organized the
feasibility study to review whether and under what conditions a winter market may be viable in Ramsey. A broad
market scan was conducted to assess how many and what kinds of markets exist within a one -hour drive of
Ramsey. The report then provides a high-level overview of different market models the City may wish to consider.
An interactive map with existing and anticipated 2026 markets can be found here. Information on how market
research was conducted can be found on page 4 of the feasibility study, with an image of the aforementioned map
in the appendix on page 43.
Time Frame/Observations/Alternatives:
Staff will provide a brief, high-level summary on the content of the attached winter market feasibility study (after
opening the PDF, click on the two -page view for best readablility). This is anticipated to entail about five minutes,
and lead to perhaps ten minutes of Council discussion on the merits and costs of a potential winter market, with
the goal of defining next steps.
Funding Source:
The feasibility study itself was prepared in and around staffs regular duties. The study highlights a host of
potential costs, depending upon the scope of any proposed winter market.
Recommendation:
Staff has no recommendation at this time, but seeks direction on next steps, if any.
Outcome/Action:
By consensus, provide staff feedback on the findings and conclusions of the winter market feasibility study, and
any other direction based upon discussion.
Market Feasibility Study
Attachments
Form Review
Inbox Reviewed By Date
Mark Riverblood (Originator) Mark Riverblood 06/17/2026 04:15 PM
Brian Hagen Mark Riverblood 06/17/2026 04:17 PM
Mark Riverblood (Originator) Mark Riverblood 06/17/2026 04:18 PM
Mark Riverblood (Originator) Mark Riverblood 06/17/2026 04:19 PM
Brian Hagen Brian Hagen 06/18/2026 10:40 AM
