7O Mr. Longfield stated he does have ten acres but no current plans fo.r development. Councilmember Zimmerman stated the only reason to ask for this is to assure the rest of the property is divisible by 2.5 acres. 5/ir. Lon~eld stated they want to assure it meets City standards. Councitmember Kurak asked about the drainfield and septic tank. M.r. Lon_~eld explained there are four trUnks on the west side and one will have to be moved to the east side when the lot is split off. Councilmember Kurak asked if that is a possibility and would not create a problem with the septic system. Principal Planner Trudgeon stated M2-. Longfield has been talking with a septic desig-ner and staff would like to see copies of that information. City Attorney Goodrich recommended an additional finding of fact to indicate that Mr. Longfietd signed an approved plat of Echo Ridge. Councilmember )mderson asked about the measurements taken for lot sizes. Principal Planner TrUdgeon explained that measurements go to the middle of the road and if done that way it would be 2.5 acres in size. However, in this case, once the Echo Ridge plat was passed, the right-of-way was taken so [t can no longer be included in the measurement. Councilmember Anderson stated she had wondered if this came about because of something Longfield did. Councilmember Hendriksen stated in his case the CounTy platted the road and he received a' check for the right-of-way but that is the Way it works and he has sympathy for this applicant. He noted that there are lots of less than 2.5 acres all over the City. Councilmember Anderson suggested if 5/2. Lon~eld had known this would result in a problem, he may not have ~ven the property away. Councilmember Zimmerman noted the City has-gone to a different system for calculations and that' s the basic disa~eement which is not that big of an issue. Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to adopt Resolution #02-07-I75 adopting Findings of Fact #0624 favorable to the applicant relating to a request for a variance from Robert Lon~-~eld to the minimum lot size as follows' 8) That the special conditions causing the undue hardship do not result from the actions of the Applicant; 9) City, Council/July 23, 2002 Page 22 of 30 I I I !
