The submittal consists of Preliminary Plat (Sheet C1), Preliminary Grading Plan (Sheet <br />Gl), and a Preliminary Utilities PIan (Sheet C2) all dated April 2; 2002 and prepared by Passe <br />Engineering. We offer the following comments: . <br /> <br />General: The subject property is approximately 18.6 acres in size and is generally located <br />north of Alpine Drive and west of T.H. ¢,4.7: The preliminary plat proposes to develop the <br />property with 126 townhome units. The townhomes will be subject to a site plan review <br />for all other aspects of the proposal including but not limited to arch/tectural standards, <br />off-street parking, structure setbacks, and landscaping. The results of the site plan r~view <br />may impact the actual number of townhomes to be developed on the property. A <br />development phasing plan will be required as part of the finalplat submittal <br /> <br />Zoning: The property is currently zoned a combination orB-1 Business and B-2 Business. <br />The 2001 Comprehensive Plan identifies the subject property for development with low <br />density residential' uses. City Council and Metropolitan Council recently approved.a 2002 <br />Amendment to the Comprehensive Plan that changes the preferred land use from low. <br />density residential to medium density residential. A public hearing to consider rezoning <br />the property from B-1 Business and B-2 Business to R-3 Urban Residential has been <br />scheduled for the May 2nd Planning Commission meeting. ~ <br /> <br />Density: The subject property is approximately 18.6 acres and the '126 units proposed <br />results in a gross density of 6.7 units per acre. Net density (exclusive of wetlands) i~ 6.9 <br />units per acre. <br /> <br />Lots: The City Code standards for the tot sizes in the R-3 District are outdated and' <br />difficult to apply to current development trends. However, a reasonable interpretation is <br />that the minimum amount of area requiredby the current standards for the number of' units <br />proposed would be 644,000 square feet. The area of the plat is 812,394 square feet. <br /> <br /> <br />
