REQUEST FOR SITE PLAN REVIEW OF SuNFLOWER RIDGE; <br />CASE OF OAKWOOD LAND DEVELOPMENT, INC- <br /> By: Sylvia Frolik, Community Development Director <br /> <br />Background: <br /> <br />Oakwood Land Development has applied for a site plan review of a 126-unit townhome development. <br />The property is generally located in the west of T.H. ~-47 and north of' Alpine Drive N.W. The <br />following items are enclosed for your review: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Site plan, landscape plan, and building elevations <br />City Staff Review Letter dated April 24, 2002 <br /> <br />Notification: <br /> <br />No surrounding properties were notified of the site plan submittal. However, the applicant <br />applied for a rezoning from commercial to medium density, residential and preliminary plat <br />approval, for which public heatings are required..The public heatings were scheduled for the May <br />2na Planning Commission meeting. Public hearing notices were sent to property owners within <br />700 feet of the subject property. <br /> <br />Observations: <br /> <br />The subject property is zoned a combination of B-1 and B-2 Business. The 2001 Comprehensive Plan <br />designates the property for low density residential development. The City Council and Metropolitan <br />Council recently approved an amendment to the Comprehensive Plan to change the designated use <br />from low density residential to medium density resident/al. Consideration of the rezoning request wilI <br />also be reviewed by the Planning Commission on May 2~a. <br /> <br />The property is approximately 18.6 acres in size; 18.1 acres exclusive of the wetland. The site plan is <br />proposing 126 townhouse units which equates to a net density of 6.9 units per acre. 'In accordance with <br />the new multiple family street policy, there is at least one main public street spine providing access <br />through the plat, with private driveway collectors emending off ~e public streets. <br /> <br />The proposed townhome structures'are a comtSination of standard and lookout grade units that <br />will be finished with maintenance free .siding, asphalt shingles, masonry brick accents, and' <br />maintenance free decks (some units will have sunrooms rather than decks). City Code restricts lot <br />coverage to 35%. Lot coverage on the subject property will be approximately 15%. All of the <br />units will contain 2 bedrooms and all have the potential for a 3~ bedroom. The finished floor. <br />areas are approximately 1,350 square feet, which exceeds City Code requirements. <br /> <br />The current draft of the medium density residential development Performance standards proposes <br />a 30 foot structure setback from plat boundaries and a 15 foot separation between buildings. The <br />buildings in Sunflower Ridge are proposed to be 30-35 feet away from plat boundaries and all. <br />structures are at leastL~ feet apart. The structures on the private driveway collectors meet the 25 <br />foot setback from back of curb.
