164 <br /> <br />with drainage easements. <br />Utility Plan. <br /> <br />The proposed easements for sewer and water extensions comply with the' <br /> <br />The extension of sewer and water to the site is being Coorclinated <br />development to the east and the replat of Wildlife Sanctuary to' the north. <br /> <br />with the Sunflower Ridge <br /> <br />The Landscaping Plan identifies existing tree stands; either the Plan has to be modified to also identify <br />tree removal limits, or an addendum to the Grading Plan will be requ/red to identify both existing tree <br />stands and removal limits. All other aspects of landscaping are reviewed as part of the Site Plan <br />approval process. <br /> <br />At the time of sketch Plan review, the Park Commission expressed a desire for trail along T H. ~47 and <br />the north side of Alpine, and a common open space to provide opportumty for passive or active <br />recreational uses bY the residents. City Code also requires sidewalks along one side of all non-cup-.de- <br />sac streets. The proposed plat identifies a sidewalk along the west side of Germanium Street. A trail, <br />rather than a sidewalk, is proposed along Fluorine Street in lieu of a trail adjacent to T.H. ~47. <br />Because of the wetland to the north, it would be difficult to install a n-mil adjacent to ~7. Therefore, <br />the trail is proposed to follow Fluorine Street and continue to the west through Sunflower Ridge and <br />then north again through Wildlife Sanctuary and eventually back out to ~47. The Park Commission has <br />been working on determining a preferred alignment of the trail throughout the area. City staff will <br />continue to work with all of the area developers to locate a mutually beneficial trail corridor. It is <br />expected that park dedication will be satisfied with a cash payment. The trails proposed are not trail <br />fee credit eligible and therefore, the standard trail fee will be collected for the plat. <br /> <br />The City has engaged the senrices of SKF to do a traffic noise level study on several pending <br />residential proposals along T.H. ~7. A 10-foot sound wall or a combination of berming and sound <br />wall must be completed as part of this development. <br /> <br />Recommendation: <br /> <br />Staff recommends approval of the preliminary plat subject to the StaffReview letter April 26, 2002. <br /> <br />Commission Action: <br /> <br />Motion to recommend that City Council approve the preliminary plat for Bvergreen Point Townhomes <br />contingent upon compliance with City Staff review letter dated April 26, 2002. <br /> <br />PC: 5/02/02 <br /> <br />Review Checklist: <br />Commumty Development Director <br />Associate Planner <br />City Engineer(s) <br />Parks & Utilities Supervisor <br /> <br /> <br />
