PAUL TERMI/~ALS, INC. <br /> By: Community Development Director Sylvia Frolik <br />Background: <br /> <br />On June 26, 2001, the City issued a conditional use permit to St. Paul Terminals to operate a recycling <br />processing facility for metals and landscape timbers at 14050 Basalt St. N.W. (site formerly occupied, by <br />Danny's Aluminum Processing, Inc.). The following items are enclosed for your information: <br /> <br />Site location map <br />Resolution #01-06-241 declaring terms of conditional use for St. Paul Terminals <br />Approved site plan for St. Paul Terminals (2 sheets) <br />Letter from Bradley Martinson, legal representative for St. Paul Terminals <br />Proposed resolution for extension <br /> <br />Notification: <br /> <br />City Code does not require a public hearing to consider extending the time frame to initiate a c~nditional <br />use permit. <br /> <br />Observations: <br /> <br />The City issued a conditional use permit to St. Paul Terminals on June 26, 2001. City Code states that the <br />applicant has one year to initiate the conditional use permit unless they request and receive an extension. <br />The extension must be reviewed by the Planning Commission and City Council. St. Paul Terminals has. <br />not initiated their conditional use permit for a metal recycling facility: On March 20, 2002, the City <br />received a written request from Bradley J. Martinson, legal representative for St. Paul Terminals,- <br />requesting an extension to initiate the conditional use permit. The stated reason for the delay in ini.tiating <br />the use is economic conditions in the recycling industry. <br /> <br />The approved site plan for St. Terminals includes removal of all steel and chain link fence and <br />encompassing the work yard with a 13 foot high concrete wall. 'The wall will provide 100% opaci6y <br />screening and will be the base structure from which the storage bins will be constructed within the yard. <br />Outdoor storage of containers and company trucks and' the retail sale of timbers is proposed on Lot 2 (no <br />activity is proposed for Lots 3 and 4). ' i'- <br /> <br />The City is also continuing to work with St. Paul Terminals for a. possible future expansion and <br />development of an all enclosed facility in the industrial park. <br /> <br />Recommendation: <br /> <br />City Staff is recommending approval of the request for extension. <br /> <br />Commission Action: <br /> <br />Motion to recommend that the City Council pant a one year extension to St. Paul-Terminals for the <br />establishment of the conditional use approved'in Resolution #01-06-240 for a recycling facility. <br /> <br />Review Checklist: <br />City Attorney <br />City Administrator <br /> <br />PC: 05/02/02 <br /> <br />203 <br /> <br /> <br />
