The <br />plan remains to complete the construction required 'by the permit and to conduct the business <br />envisioned at the time of the application and when the property was purchased from Mr. Karst'. <br /> <br /> Saint Paul Terminals has now paid the delinquent real estate taxes on the property and has <br />cooperated with the City in the placement of the road and utilities. The current climate in the <br />recycling industry have made it difficult to raise the necessary capital to complete the planned <br />improvement and use of the property. <br /> <br /> Please forward this request for an extension to the Planning and Zoning Commission.
